Community Corrections Center - Omaha

Facility Background and Description

Additional Information:

"The Mission of the Community Corrections Center—Omaha is to protect the public and provide a safe and secure environment for both staff and inmates. To help the residences to realize their individual potential, to systematically identify and eliminate deficits and needs, and to provide work opportunities that offer skills, competitive wages and stable employment that facilitate the return of inmates back into their communities as responsible and productive citizens."

On October 23, 1967 the enactment of Legislative Bill 569 established the Work Release program. This program allowed a select group of inmates to be employed in the community, but housed in a state correctional facility during non-working hours. On July 2, 1985 the Community Corrections Center Ç Omaha was constructed adjacent to the Omaha Correctional Center at a cost of 1.2 million dollars.

Today, the Community Corrections Center—Omaha houses 156 male and 24 female inmates, who are classified at Community A or B custody levels. Normally inmates who are near the discharge of their sentence or pending a parole hearing are selected for placement at the Community Corrections Center—Omaha, at an annual cost of $16,638 per inmate or $45.58 per day. The facility employs 32 full-time staff members who supervise and manage inmate programs. Inmates assigned to the Community Corrections Center—Omaha are involved in the Work Release, Work Detail or Education Release programs.

Each inmate placed at the Community Corrections Center—Omaha is assigned a unit case manager who assists in the development of a personalized plan, which incorporates the needs, problems, capabilities and limitations of the individual into a measurable plan of action. The unit case manager identifies programs that are available in the facility or directs inmates to community resources that meet the individual inmates needs. The personalized plan is monitored through monthly performance reviews and incentives for positive progression are offered through the various levels of the step program, which allows inmates the opportunity to participate in individual or group activity passes and furloughs away from the facility.

Work Detail: Work Detail inmates are assigned to work crews where they work under the close supervision of a DCS employee. Work detail crews may provide services that support the facility operation such as food service and preparation, housekeeping, gardening, grounds and general building maintenance, while other crews perform community service work like maintaining state and city parks, vehicles, roads, bridges and duties for other state facilities. Work detail participants earn a daily wage, are provided room and board, plus 5% of their net earnings are placed in a savings account for their eventual release. Inmates at the center are responsible for purchasing their own hygiene and grooming product.

Work Release: The Work Release program provides inmates with an opportunity to be employed in the community and earn competitive wages. All applicable taxes on wages earned, social security and Medicare payments are paid or withheld by the employer. Work release inmates are required to pay $10.00 per day in room and board and 5% of their net earnings are placed in a savings account for their eventual release. Work release participants are also encouraged to send financial support to their families.

Education Release: The Education Release program provides educational opportunities that are not available within the confines of a secured correctional institution. Participants in this program attend local vocational/technical schools, community colleges and universities. Education release inmates may elect to perform regular work detail duties or accept part-time employment to pay for their room and board.

In-House Program Opportunities: The Community Corrections Center—Omaha offers a variety of treatment programs inside the facility on a weekly basis. Inmates participate in Educational Substance Abuse Classes, Self-Change Groups, Relapse Prevention Groups and Aftercare Groups. They may attend Alcoholics and Narcotics Anonymous meetings as well as work towards their GED with the aid of a tutor from Metropolitan Community College. Special needs inmates are referred to resources that are available in the local community. Monthly performance reviews are conducted and incentives such as furloughs and activity passes, away from the center, are given for positive progression in their individual treatment programs.
