About the Nebraska Correction Youth Facility:
NCYF is a maximum-security facility house designed to inmates from early adolescence to age 21 years, 10 months. The building encompasses approximately 54,000 square feet with a construction cost of approximately $10.8 million. The Nebraska Correctional Youth Facility received its original accreditation by the American Correctional Association in May 2000, and undergoes reaccreditation every three years.
The construction and maintenance section of NCYF is established to insure the physical plant is maintained in good condition and make any alterations or additions necessary to operate a safe, clean, and efficient facility.
Support services includes food service, staff development, recreation, and record management. The food service department provides inmates with three meals daily, which are nutritionally designed to meet the needs of adolescent offenders. These meals are prepared under sanitary conditions with the assistance of inmates working in the food service department. All NCYF staff receive the required number of training hours per year as outlined in the ACA Standards. All inmate records are secured in the Records Manager's office and are managed in a confidential manner.
Custody and Unit Management are major operational areas within Nebraska Correctional Youth Facility with a focus on management, programming and discipline that protects staff, inmates and the public. Rules and regulations are in place, and inmates housed at the facility are expected to follow them. Violations of rules may result in disciplinary hearings. Disciplinary action from such hearings may mean a loss of certain privileges and/or reclassification to a higher custody level. Security management activities are the responsibility of all staff.
Per diem includes inmate wages, clothing, cleaning supplies, food and food supplies, household supplies, inmate transportation, and other inmate related institutional supplies.
Inmates may apply to participate in community custody programs of work release, work detail, or education release. The application is reviewed by the unit classification committee and by the institution's Warden.
Humane Education for At Risk Teens (H.E.A.R.T.)
Project H.E.A.R.T. is a joint effor with the Nebraska Humane Society to pair inmates with dogs for a mutually positive learning experience. Six dog handlers and three alternate handlers are chosen to participate in the 12-week program. Program qualifications for the inmates include having a High School Diploma or GED, successful completion of a Class 1 Misconduct Report during the previous six (6) months.
The 12-week program is supervised by a Humane Society trainer three days per week and by facility staff who supervise the daily and after-hours interactions. An outside kennel houses the dogs each night, with the dogs attending classes, and programming with the inmates during the day. Upon completion of the program, the dogs are either adopted (usually by staff or inmate families). To date, over 75 dogs have graduated from this highly successful program.
